in the context you have added, it would be a surviving dependants\' benefit shortfall insurance, but there is also a shortfall insurance for occupational disability benefits as well.
I am regularly confronted with these \'gap insurances\' in terms and conditions of employment, or collective labour agreements (CAOs) for Dutch companies, especially since the social security system has been tightened up here.
