What does the word OVERBRUGGINSTIJD mean .

Despite the lack of further context/explanation at the time of entry, I'll guess it's "transition time". Do note, however, that this can mean different things in different contexts:
1) the period in which an employee gives notice and leaves a company;
2) the time during which, say, the afternoon shift relieves the day shift.

interim period


Explanation:
Perhaps this has something to do with the merging/joining of two divisions in a transport company,in which an interim period is necessary for the management to work things out.

at first glance i thought 'transition period', then i looked into it.
there's a PDF "Berekeningswijze transportsector ADV dagen
Sociale toeslag" (google it) that redefines 'overbruggingstijd'
as 'beschikbaarheidstijd' and goes on to detail it exhaustively.
i won't take up that space here.
the http is for the use of 'available hours'
