Specific context: in a bullet list of what the person does (first item under 'definitie vertrouwenspersoon'):
'adviseert de directie gevraagd of ongevraagd op verzoek op het gebied van preventie en bestrijding van ongewenste omgangsvormen.'
My take is that either 'gevraagd of ongevraagd' is such a cliche that people use it without thinking about the literal meaning, or there's something wrong with the construction of the phrase. |

FWIW, I asked the client via the agency and received a nice explanation of the meaning of 'gevraagd' and 'ongevraagd', with the comment that 'de vraag niet geheel duidelijk is'. So I put this down to idiom or selective blindness. Harry has a valid point, but I don't think that's what's intended here.
