Sorry, guys, I was hoping to get some feedback from the client to a direct question, but nothing yet. Meanwhile robo-grader's been at work (thought it needed more agrees!). Anyway, I'd have opted for this answer anyway and perhaps made it more specific by saying "private commissioning of reintegration services" (client uses reintegration here not rehabilitation - not just the disabled involved)). Client initially agreed to "reintegration via private-sector agencies" but I had second thoughts about that, as the private-sector aspect refers to the party commissioning the services, not the actual agencies providing the services.
