Explanation:
WHile Jarry's suggestion is OK with "project preparation", I believe that the creation of project teams is what is really meant here. This would give employees a maximum chance for development.

neutral  xxxjarry: Rather than giving the employees the opportunity to develop, the object seems to be to afford them the chance to specialise ("de mogelijkheid geven aan het personeel om zich te specialiseren").
