May need to query this one with the client, but just in case anyone's come across it in their travels, I'd welcome any explanation as to what this might refer to. Text concerns back-to-work measures for disabled people, specifically recipients of invalidity benefit under various Acts (Wajong/WAO/WIA/WAZ). The SZW annual report mentioned as the source of this info also includes a table of expenditure (Uitgaven re-integratie Wajong/WAO/WIA/WAZ), in which 'Extra re-integratie Wajong' and 'Overig' are separate cost items. 'Overig' expenditure is relatively small: €3-5 million.

Uitgaven 2006 (Jaarverslag 2006 SZW, p. 43)
De uitgaven aan re-integratie WAO/WIA/WAZ (dus exclusief Wajong) bedroegen in 2006 € 277 mln. Dit is een overschrijding met ca. € 69 mln. van het in de begroting opgenomen budget van € 208 mln. die wordt veroorzaakt door een toename in het gebruik van werknemersvoorzieningen als doventolken, een eenmalige wijziging in de betalingssystematiek van jobcoaches en een langzamere afbouw van de Rea-uitkeringen.
Ten behoeve van de re-integratie Wajong/WAO/WIA/WAZ is in 2006 € 308 mln. uitgegeven. Ten opzichte van 2005 is sprake van een afname van € 85 mln. (...) De extra re-integratie Wajong is vooral aangewend om de re-integratie van Wajong-gerechtigden door middel van projecten en experimenten extra te bevorderen. De uitgaven onder de post Overig vinden vooral plaats voor ***lopende gevallen no risk polis*** en de (afbouw van) de REA-uitkeringen.

Explanation:
Reading the whole sentence as "...voor lopende gevallen..." seems to suggest (to me at least!) that it refers to current or existing "no risk" policies (or instances where there is a "no risk" policy).

I'm not a specialist in this area, but I think 'current cases' would be a fair translation for 'lopende gevallen' here. And 'no-risk policy' is a reasonably common insurance term.

Explanation:
"De uitgaven onder de post Overig vinden vooral plaats ....." suggests 'ongoing expenditure' on cases in respect of which there is an obligation to pay.
The whole issue is a specification of expenditure where "no-risk policy" is one of the categories of expenditure.
