This term is related to a (person) position in a factory or some type of industrial plant: Hiervoor gaat de werkvoorbereider indien dit nodig is ter plaatse kijken, overleggen met de aanvrager, overleggen met de meestergasten of onderhoudsingenieur. De werkvoorbereider zorgt ervoor dat hij de problematiek goed kent en verzamelt de informatie hieromtrent daar waar ze aanwezig is.

I believe in NL it would be a 'meesterknecht', which is a somewhat old-fashioned word for 'voorman'.
