De werknemer die een schriftelijk vastgelegd salarisperspectief (garantie) heeft, kan in salaris groeien tot dit perspectief.

I am wondering if it would be safe to put "on target earnings" - or whether salarisperspectief should be taken otherwise.

Explanation:
is what comes to mind. Concept in use especially with regard to pensions. See first of the two references given.
Projected salary in sports: paragraph 3 of the second reference.
I put this forward as a suggestion. It is a salary towards which the person can grow, which is what seems to be meant in the extract.

Just another possibility :-) Alternatively, the latter part can also be rephrased as 'up to (employee's) individual maximum/limit'.

A competent lecturer outside London has guaranteed salary progression to £34k and a good senior lecturer to £41k plus effectively 14% salary as pension ...
