This sounds like a side deal to me for people brought into a position from outside instead of being promoted into the position (how else can you have a salary that is higher than the top of the range for your position *and* have the prospect of earning even more?). I'd be inclined to say 'guaranteed upper salary limit', flag it to the client, and (for the sake of caution) ask the client to confirm that 'salaris' means salary and not earnings.

It is part of the company rules. It appears in a list with salary scales and job grades. Not all of the employees benefit from this. It doesn't really go into much detail. The only other mention is as follows:

IMO we need more context. What form does this 'garantie' take"? Is is part of a salary scheme for all (or almost all) employees, or something specific to the individual employee? (Is it part of company policy or something stipulated for an individual?)

If there's an earnings guarantee, then I don't think OTE is appropriate: http://en.wikipedia.org/wiki/On_Target_Earnings. I think here, it's a question of prospects (which 'groeien' also alludes to).
