In a Belgian document about VDAB vocational training contracts. This is in a list of criteria for enrolling on a course. I'm aware that 'stempelen' is related to unemployment benefits but I'm not sure actually what this means here.

Explanation:
This is my understanding of it:
Certain educational opportunities are made available for people who are unemployed and who are job-seekers. Signing on for unemployment benefits is called "stempelen". To be eligible for the VDAB vocational training courses (usually in nursing), you only need to have been "gestempeld" for one day. In other words, if you become unemployed, there is virtually no waiting period before you are eligible to apply to take one of these VDAB courses.
