Me again!! I am sorry that I cannot provide more context... Maybe this sentence might help resolving my previous questions on "beleidsveronder-stellingen", "projectopzet", "trajectduur" and "regulier"!
In the sentence: "Eén van de uitgangspunten in de beleidsveronderstellingen van de pilotprojecten is dat de jongeren lange dagen binnen de voorziening doorbrengen, waarbij wordt gemikt op een aanbod gedurende 12 uur per dag en in een enkel geval zelfs 24-uursopvang", am I assuming correctly that "voorziening" is a kind of educational institution? What would "aanbod" then mean??? Initially, I thought it can only be an educational programme, but the 12 hour and, especially the "24-uursopvang" references made me cautious not to rush in, semantically, where angels might fear to tread...(!)
Explanation: In the case of 12 hours I would call it a program (assuming it is something during the day). In case of 24 hours offerings you can use facilities.
The sentence could go something like this: "One of the assumptions of the pilot project is that the youth spends long days (12 hours) at the facilities while provided with a program, and in some cases there is even 24 hours support."

I tend to agree with Tina. The "voorziening" is a facility of some kind. The term "aanbod" could be translated in various ways, depending on the context. Is it is a care/correction/education facility?
The "aanbod" pretty much is intended to convey the sense that the facility offers/provides its services for 12 hours per day, and in a single case, for 24 hours per day.
