Dutch term or phrase:eerste medewerker (wmo team)
Could someone please tell me what the Dutch concept of 'eerste medewerker' and 'tweede medewerker' is? We don't have it in Belgium.
Is there a set (UK) English term? I'm considering using 'first-ranking member of social support law team' for now

This functionary usually has more qualifications than the other functionaries and is directly under the assistant supervisor/head of a section/department. He may also have certain authorities and duties to guide his lower placed colleagues, and more responsibilities.

So, instead of using 'first-ranking member of social support law team', I am going to use 'senior employee Social Support Act team'.

Although 'lead' in combination with 'employee' may not be a very common expression, 'lead' is often used in combinations such as 'lead engineer' or 'lead consultant'. In your context, you might consider using 'lead team member' or, more specifically, 'lead member of the Wmo team'. 'Senior' and 'lead' are also often used interchangeably. Success!
I do not have time to Google it to check your assertion but I can assure you that the term "Lead", with or without "employee" is very widely used all over the UK in this sense.
Neither of these terms seems to be widely used on UK web sites (according to a Google search with 'site:*.uk'), so I don't think I'll use them. I like Kitty Brussaard's suggestion ('senior employee').
If a question results in quite a number of answers and even discussions (not particularly this one) then this indicates that the issue is more complex than a simple answer from a dictionary. A certain predilection when shown regularly can also become characteristic especially when it turns out that a considerabe debate proves the contrary of a simple answer!
I have always thought of Writeaway as "he" (and perhaps Writeaway will enlighten us) but gender notwithstanding, I have to say I usually sympathise with regrading as Non-Pro of questions which can be solved by consulting a good dictionary or doing a five-minute Google search. Besides, anyone who disagrees can exercise their option of voting for Pro - so what's the problem? ;-)

On 1 July 2006, when and if the Parliament does agree, the Social Support Act (Wmo) will be introduced in the Netherlands. The Social Support Act encompasses the Services for the Disabled Act (WVG), the Social Welfare Act and parts of the Exceptional Medical Expenses Act (AWBZ). Under the Wmo, policy responsibility for setting up social support will lie with the municipalities. Municipalities can make their own choices in how to provide a cohesive system of support for their residents.
