Dutch term or phrase: Rijksdienst Caribisch Nederland
Pertaining to welfare benefit regulations on the Dutch Antilles: "In bijna alle andere gevallen bepaalt de Rijksdienst Caribisch Nederland of het om een gezamenlijke huishouding gaat". I wonder if I should translate this term because I cannot find an English reference for it anywhere.

I came across another reference to this today which confirmed that the preferred option seems to be 'Department of the Caribbean Netherlands' - i.e. option 3 from my original answer.

Explanation:
Caribisch Nederland is definitely the Dutch Caribbean. Since the RCN is new, there is not yet an official translation, and the RCN website is down. The English resources I found about it offer 3 different solutions:
1) Don't translate it
2) Dutch Caribbean Public Service
3) Department of the Caribbean Netherlands

I strongly prefer option 2 (see http://bonairereporter.com/news/010pdfs/newcurrent.pdf, page 3)
