URGENT!

Context is within a prison whereby no more work is on offer and therefore detainees are entitled to 4 weeks full pay followed by a finanacial ** afbouwregeling ** of a xxx per week. Several hits on Dutch websiteS, but can not find/come up with a direct English translation. Thank you in advance for any assistance.
