Can't quite put my finger on an appropriate translation. Van Dale's "blow the whistle on" is clearly not correct here. "Knocked back" springs to mind, but it's a bit colloquial. "Reined in"? Author explains it as follows: "this means in this case that the minister of justice Donner informed the mayor that what he wanted to do wasn't possible on the basis of the existing legislation (like hunters who whistle back their dogs that they should return to them and shouldn't chase the animals any longer..."
