Dutch term or phrase: kramerverklaring

context: Operational Audit Report (of a bank).
Deze term staat in een opsomming van de bevindingen, als volgt: "Contract opgemaakt d.d. 28/01/2004. Opmaak aanvraag kramerverklaring (brandassurantie) d.d. 11/05/2004, grosse en borderel nog niet ontvangen".
Mij is uitgelegd dat een 'kramerverklaring' een clausule is, die als beding wordt opgenomen in de assurantie-overeenkomst tussen de client (= houder van het voertuig) en de verzekeringsmaatschappij. Deze clausule houdt in, dat ingeval van brand de schade-uitkering niet aan de client wordt uitgekeerd, maar aan de eigenaar/financierder van het voertuig.
Echter kom ik er toch nog niet helemaal uit.Some input would be highly appreciated.
