I can't seem to find an adequate translation. I've considered 'register', 'listing'... but I'm sure there is something more specific. Anyone?

Non-par whole life policies are the only type of whole life policies which can be compared for you by our rate surveys because of their fully guaranteed values. Non-par whole life policies can have a level cost over a long term, usually to age 100 at which time they are paid up. They can have graduated premiums over the first several years of the policy which then level out for the remainder to the premium paying period.

Many plans have some sort of sliding premium scale, whereby the poorest residents of the state would pay no health care taxes, and the wealthiest residents would pay the most.

bands/premium bands

Explanation:
See the following websites:
http://www.moneycontrol.com/insurance/scheme.php?autono=2142...
The minimum Face Amount for the various premium bands is as under:

Premium Amount Minimum Face Amount

25000 - 49,999
50,000- 99,999
>= 1,00,000 5,00,000
8,00,000
10,00,000

http://www.westernsouthernlife.com/ps/ProductDetail.asp?sPro...

Premium bands for 30-Year Guaranteed Level Term are as follows:

$25,000 - $49,999
$50,000 - $99,999
$100,000 - $249,999
$250,000 and up

My Insurance dictionary gives 'ladder' as the translation for 'staffel'. So does the Terminologie Financieel Management dictionary but in this case I think it is a 'band'.

It seems that \"premium bands\" is also used outside the US:

\"However, by making broad assumptions about the average
premium level within each of the four premium bands ‘it appears
that the percentage change in premium would be a considerably
better measure of price change for modelling purposes.\"

\"Although the method of calculation is not explicitly set out in the
regulations, we understand that the levy should be calculated by splitting the premium income into tranches based on the premium bands in the table and then applying the relevant levy rate to each tranche.\"
