Explanation:
it says in Van den End: step in bonus/malus scale - no-claim step

In Belgium you are assigned a number - your level on the scale - which could be 11 and then it goes down year by year depending on whether you make claims. The best number is -2 which means a lifelong no-claims bonus. You can lose it in exceptional circumstances. Also see bonus-malus on Kudoz

I originally put "premium level" - which was apparently the answer given last time this question was asked. I suppose premium level is easier to understand, but not a literal translation. Your no-claim step determines your premium level.
