Explanation:
Dave and Anglocast could well be right, but Woordenboek Verzekeringsbedrijf renders 'doorlopende provisie' -- which I don't think would be all that different from 'doorloopprovisie' -- as 'first year plus renewal commission'. Might also be worth checking out. Once again, I don't really know very much about insurance ;-)

neutral  Dave Calderhead: first year commisiion would be the 'afsluitprovisie' for a policy renewed annually, and would not apply to a monthly premium policy until all the first year's premiums had been paid
