I am sure that Writeaway knows this. If that is the way that Writeaway feels and believes, so be it. If he is right others will agree. If he is wrong, they will not. This still does not take away from the fact that he is entitled to express his opinion and withold sharing his knowhow for whatever reason such as maybe humility...?

Definitions
Of course, it is necessary to define what constitutes a PRO or a non-PRO question. While there may be no way to draw a clear-cut line, the following definitions have been adopted for the two types of question:
PRO questions are those that are asked by OR that are suitable for professional translators.
Non-PRO questions are those that are asked by people who are not professional translators, and that can be answered by any bilingual person without the aid of a dictionary.

When applying the above definitions, detach yourself from your own background/specialisation and think of a - hypothetical - randomly selected bilingual person. Is it likely that this person would be able to produce a good translation of the term or phrase in question (and in the particular context shown) from the top of his/her head? If not, it is a PRO question.

I agree with Buck. We are all entitled to our own opinion. Writeaway has the "right" to share/display or not his experience/knowhow. Neither does he have a need to or must he justify himself with +- 100 words or brag.

my two bits: i often agree with writeaway when it comes to voting non-pro. Some questions are not necessarily "something a professional translator should know" but rather a lack of understanding of the language itself.

@ writeaway: Does your systematic downgrading of questions to non-pro, without ever providing any answers to those questions yourself, have a specific purpose? If so, please let contributors to this site know what it is.
Remember though that questions that may appear easy to us - seasoned professionals - may be quite challenging to others not so lucky to have our experience and skills, at least not yet.

The art of translation is to use language the reader of the target text feels comfortable with while doing justice to the message the source text conveys. To say "their role as health and education service providers" does away with the need for a cumbersome and awkward sentence in English.

"Functie" in Dutch refers directly to the fact of providing a service and indirectly to the person or institution who does this. Because "provider" refers directly to the latter in English, "provision" seems to me a better (more literal) translation of "functie" than "provider".

May be you could use something like 'the provision of services in the fields of... ...will continue to have priority/be important...' Or something like that...
