Explanation:
Many Dutch municipalities have a 'welstandscommissie' who assess building plans and signs and such for their appearance i.e whether they will detract from the appearance of the street on which they would be placed or whether a sign is in keeping with the appearance of the street. Here in Leiden a shopkeeper was recently forced to replace his blinds with the exactly the same colour of blinds because of the 'welstandscommissie'. He had put up a blind with a different colour that was not accepted
