It is just this part in the sentence I do not get. Two "van" are making me crazy.

The whole sentence is:
2. De verkoper is gerechtigd bij niet tijdige betaling door koper, van deze laatste betaling te vorderen van rente gelijk aan de wettelijke rente over de koopsom of het restant daarvan en wel vanaf de vervaldag en zonder dat ingebrekestelling zal zijn vereist.
