I am currently translating an employment contract, and am struggling with the above (tax-related?) phrase.

The context is as follows:

"Mocht de Inspecteur van de Belastingdienst en/of het Uitvoeringsinstituut Werknemersverzekeringen te eniger tijd beslissen dat over één of meer van de vergoedingen (gedeeltelijk) loonheffing en/of sociale premies verschuldigd zijn (geweest), dan zullen de verplichte inhoudingen alsnog worden gepleegd en komen deze alsnog voor rekening van de werknemer.
Ingaande dat moment zal c.q. zullen de betrokken vergoeding(en) voor de toekomst worden teruggebracht tot het niveau waarop onbelaste betaling nog kan plaatsvinden"

If an employee receives a reimbursement, or other payment, in respect of expenses which is not taxed, whether for one of those reasons or otherwise, the untaxed amount must be deducted from the amount otherwise deductible under Section 198. The amount covered by the untaxed payment is not paid out of the emoluments to be assessed.
