not a standard way of saying this in Dutch (translated from English perhaps??), but I think your interpretation makes more sense than mine: the third party who claims that their property rights have been infringed upon

I think 'inbreuk stelt' is OK in this context. IMHO, it means alleging infringement.

another issue is the use of "inbreuk stelt" here; that's not correct Dutch imo. I can't imagine that they mean anything other than "inbreuk maakt", i.e. infringes
