Don't know if this helps: The passage seems deal with a situation in which the seller has obligations with regard to the goods being sold (e.g,. maintenance) which, if performed before (or during) delivery to the buyer and if resulting in value being added to the goods, will give rise to the right to be compensated for that added value (in addition to the agreed sale price). An increase, therefore, in the 'intrinsic value' of the goods?

make sense of it:

[…] seller [...] has fulfilled part of his obligations or will be able to fulfil them, and insofar as the part [of the obligations] already fulfilled or yet to be fulfilled has independent value, seller shall be entitled to submit separate invoices for those parts.

I can see why you posted this - I'm not clear what is meant by "is nagekomen of deze zal kunnen nakomen." From the context, I think it might mean"has already carried out all or part of the work".

Apologies - I didn't make myself clear enough. I've translated the clause up to the subordinate clause where the phrase is and I don't know how to include it in a way which makes sense. It's this bit: en aan het nagekomen respectievelijk na te komen gedeelte zelfstandige waarde toekomt,
