"Onder standaarduitvoering wordt verstaan de uitvoering zoals gespecificeerd door de fabrikant/importeur, gecomplementeerd met kentekenbewijs deel I, II en III, kentekenplaten, *NL-transfer*, gevarendriehoek, set reservelampjes en matten voorin."

On the assumption that 'NL transfer' would be an acceptable translation (and I'm NOT sure), I would be hesitant to leave it as such for expats posted to the Netherlands. Suggestions?

Explanation:
*Transfer* is in NL also used for the English word *decal*. In this context it means *nationaliteitsplaat*, i.e. the NL-identification on the back of the car. However, this is rather obsolete these days, because since a few years the national ID has become part of the registration plates (the blue strip).
NB: a decal is a type of sticker that is lifted of from its carrier paper after having been soaked in water. It is still used in e.g. model airplane kits. Up to 4-5 decades ago (before the introduction of plastic stickers) this system was also used for national car ID's and tourist's stickers on cars.

agree  writeaway: completely forgot about that use. think they are still compulsory in some cases (need to check the latest EU directives). As you say, today they are usually included as part of the license plate/plate mounting. Not just in NL:-)early + translating French.
