This is the context - Accounting Guidelines – Debt Accrued Interests:
65001320 Financiële schulden en intresten verbonden aan schulden < 1 jaar
65000300 Kredietinstellingen – schulden op rekening – intresten op schulden > 1 jaar
65000320 Kredietinstellingen – Acceptkredieten– intresten op schulden > 1 jaar

I would appreciate the exact English equivalent.

Explanation:
Your term comes from the codes of the Belgian standardized accounting system.

It simply means:

1730 Financiële schulden tegenover kredietinstellingen
430

Op deze rekeningen worden de ‘schulden op rekening’ met vaste terugbetalingstermijn tegenover de kredietinstellingen geboekt:
- rekeningen 1730 indien de looptijd bij het afsluiten van het leningcontract meer dan een jaar beloopt
- rekeningen 430 indien de looptijd bij het afsluiten van het leningcontract minder dan twaalf maanden beloopt.

In other words the code will be 1730 if it is long-term debt and 430 if short-term debt.
