Click on Details on the Languages tab of Regional and Language options in Control Panel. Add United States-International as Input Language. This enables you to type Shift+" followed by an i to obtain ï etc.

disagree  jarry: Geïntimeerde is used in appeal cases where 'defendant' would not be appropriate. Seehttp://www.law.cornell.edu/lexicon/respondent.htm. Your ï procedure doesn't work for me. I used a workaround via symbols in MS Word and cut and paste ;-)
