As in:

Bijstandsgerechtigden zijn middels het ‘Aanwijzingsbesluit verplicht verzekerden ziekenfondswet’ verplicht verzekerd voor medische kosten.

One Unesco site calls it an "assignment decree" but sounds a bit unlikely....

I offered the client a few suggestions and they went for "designation order", quoting Van den End at me. I really must update my copy! I'm not convinced this is the clearest option, but can't argue with the client. Thanks, everyone.

Explanation:
De "aanwijzingsbesluit" mostly contains the practical details of the application of a specific piece of legislation. I think you can use any general expression "application regulation"; "operative provisions". I would add the Dutch name of the law (Aanwijzingsbesluit verplicht verzekerden ziekenfondswe).
