ER dragerschap met ingang van 29 december afschaffen. Wordt centraal opgezegd door dhr Aaa. Rond dit besluit zal toelichtende communicatie worden opgesteld.

Explanation:
because of the change of the WAO to WIA, on 29 December 2005, companies continue to be responsible for the effort to reintegrate people in suitable jobs.
Currently, companies either have to take out insurance against the risk of paying the costs of sick employees, or carry those risks themselves. Thus, scrapping the own risk responsibility would imply that the company is taking out insurance instead.

On better reading of the text this looks like instructions from a holding company, in which subsidiaries are being advised that the holding company is scrapping its support for WAO risks and recommending that the subsidiaries make adequate provisions for the risks.
The provisions could be by way of insurance or, as an alternative, holding reserves to cover costs incurred.
