'Verhaalrisico' refers to the risk that a main contractor bears for the correct payment of taxes and national insurance contributions by his subcontractors. This is regulated in the Wet Ketenaansprakelijkheid. If a subcontractor doesn't pay taxes and national insurance contributions for his workers, the tax authority will assess these on (or 'recover them from') the main contractor.

cf. in the UK the 'lump' building site tax system of old until abused - the payroll was uncertain with too many subcontracted navvies/brickies coming and going, so the head contractors paid a usually lowish lump sum in tax for PAYE/pay-as-you-earn.
