Context: Besluit naar aanleiding van een aanvraag tot het wijzigen van een verblijfsvergunning regulier voor bepaalde tijd. De volledige zin luidt als volgt: "Aan de verblijfsvergunning wordt een voorschrift tot het stellen van zekerheid verbonden dat betrokkene: aantoont voldoende te zijn verzekerd tegen ziektekosten..."

Vraag: is het 'voorschrift' een 'condition' - zoiets als, "the residence permit is granted on condition that the applicant has sufficient health insurance coverage..." of moet het veel sterker vertaald worden? Ik kom 'een voorschrift tot het stellen van zekerheid' veel tegen als vaste uitdrukking - is er ook een vaste vertaling voor?
