Een stukje uit de wet over "verklaringen omtrent het gedrag":

Indien de betrokkene niet in een basisadministratie persoonsgegevens is ingeschreven, geschiedt de afgifte door de burgemeester van 's-Gravenhage, behoudens uitzonderingen, bij algemene maatregel van bestuur te bepalen.

Van den End also gives: bij algemene maatregel van bestuur aangewesen worden :to be designated by order in council;
bij of krachtens algemene maatregel van bestuur kunnen regelen worden gesteld met betrekking tot : by or pursuant to an order in council, rules may be laid down with regard to;
bij algemene maatregel van bestuur eisen stellen: to lay down requirements by order in council;
regelen bij algemene maatregel van bestuur: to regulate by order in council
He gives administrative measures for bestuurlijke maatregelen.

I may use 'governmental decree' to be safe but Order in Council is also correct (see for example http://www.4reference.net/encyclopedias/wikipedia/Order_in_Council.html).

agree  Jeremy Bierbach: But definitely governmental decree, not order in council. The law quoted is almost certainly a national law, not a council ordinance, despite the mention of the mayor of The Hague. The exceptions are therefore to be determined by the government.
