What's the sense of gecodificeerd here? Enshrined in?

Op 1 december 2001 is de Wet arbeid en zorg in werking getreden. Deze wet bundelt een aantal verlofregelingen. Ook het recht op zwangerschaps- en bevallingsverlof is in deze wet gecodificeerd. Voorheen was dit recht niet wettelijk vastgelegd.

There does seem to be plenty of evidence of the phrase 'codified in the Act'. I'd prefer to join up the two sentences to prevent repetition so will have to think about how codified or enshrined can be turned around in that case. Perhaps 'the Act formally establishes...' might be another option.
