certificate of moral conduct/verklaring van goed gedrag Explanation: Is a Dutch certificate you can pick up at the City Hall for job applications. I am not certain this actually exists elsewhere. But I am pretty certain this is what is meant here, although it is not the correct phrasing in Dutch.
