This term appears in a sentence under the "most important risks" column of a table explaining the risks and disadvantages of aspects of a particular project proposal. In general, the proposal is about an upgrade of PeopleSoft applications within an company.

The term "in beheername" is throwing me off. My hunch is that it has to do simply with "administration" or "management structure", but I can't confirm this with any of the resources available to me. Ideas?

Context is as follows:

"Vanwege Harvest/Symphony treden wijzigingen op in de ICT organisatie en -bezetting. Hierdoor is het bijvoorbeeld mogelijk, dat de [in beheername] of resources van andere afdelingen onverwacht veranderen."

Explanation:
My reading is more that the other departments lose control of resources. Since they have an IT department, the management of the software is there. Its the control (use) of the resources that is changing, IMO.
