Dutch term or phrase: detachering bedrijf
I teach English to a Dutch businessman who has a "detachering bedrijf". He has been told that a good English translation of such a company doesn't exist. I (we!) would be interested in your thoughts...

Explanation:
While employment agencies traditionally also provide temporary placements these tend to be at a relatively low level.
Contract staffing agency provides the best description of the services provided.

neutral  Kitty Brussaard: This may be correct. IMO the crucial aspect is whether the 'seconded' staff is employed by the 'contract staffing agency' (i.e. labour relationship) and then hired out to (various) other companies through secondment contracts.

Zie ook nog de volgende Wikipedia link die goed aangeeft dat het noodzakelijk is onderscheid te maken tussen een (zuiver) 'detacheringsbedrijf' en een 'uitzendbureau'.
NB. In deze context is het overigens verwarrend dat 'detachering' en 'werving en selectie' vaak in een adem worden genoemd.
IMO is het bij echte 'detachering' essentieel dat de gedetacheerde een arbeidsovereenkomst heeft met het 'detacheringsbedrijf' en op basis van een 'detacheringsovereenkomst' wordt uitgeleend aan het inhurende bedrijf.

Een detacheringsbedrijf verschilt van een uitzendbureau daarin dat een detacheerder alleen maar mensen in eigen dienst heeft. Een uitzendbureau heeft zowel mensen in dienst als mensen die tijdelijk worden uitgezonden.

Op veiligheidsgebied is er ook een fundamenteel verschil. Bij uitzenden worden de verantwoordelijkheden praktisch overgedragen aan de inlener waarbij het uitzendbureau alleen de basisvoorlichting dient te geven.(geregeld in VCU). Bij detacheren zijn beide partijen verantwoordelijk voor de veiligheid wat wil zeggen dat zij hun zaken beide in orde dienen te hebben.(geregeld in VCA*/**)

De sociale werkplaats detacheert soms ook mensen bij gewone bedrijven, in een poging ze weer in de reguliere maatschappij aan het werk te krijgen.
