Een beschouwing van een leer-alliantie tussen twee Nederlandse uitvoeringsorganisaties.
'Implementing organisation' does not seem v satisfactory.

De oordeelsvorming over uitvoeringsorganisaties als X en Y wordt daarnaast niet alleen bepaald door de kenmerken van hun (structureel) prestatieniveau, maar ook door de beeldvorming die kan ontstaan rondom incidenten die daarmee van doen hebben. Zeker het werkterrein van een organisatie als de X is politiek beschouwd uiterst gevoelig terrein en mag ook rekenen op warme belangstelling van de media...
... vertrouwen... is niet vanzelf een natuurlijke kwaliteit in uitvoeringsorganisaties of omgevingen waarin het management op actie is ingesteld en bezinning altijd iets is dat pas aan de orde komt nadat de dagelijkse dingen zijn afgerond en de zaken onder controle zijn.

The term is commonly used for organisations that are appointed to implement legislation. The Uk government calls them executive agencies http://www.cabinetoffice.gov.uk/ministerial_responsibilities...

Asker: Yes, I did check IATE first! But this phrase sounds weird to me in English - I can imagine using it when speaking of a particular policy etc, but the Dutch term is sometimes used as a general term for a social institution eg the immigration service.
