In the next column opposite gewogen vuil (headed Analyse-/referentiemethode) is ICUMSA (= International Commission for Uniform Methods of Sugar Analysis), but their website is no help.

Under the process descriptions for food and drink on this website the term extraneous matter is used to describe 'stuff' which is not sugar but that can end up in sugar as a consequence of how we get sugar (either from sugar beets as in Europe or sugar cane in the tropics.)

Explanation:
