I've interpreted this as "have shed a completely new light on the concept of effective marketing", but would welcome confirmation or any other ideas.

has drastically changed / has had a dramatic effect on marketing campagns
Explanation:
Personally I would leave out 'de kaarten' in my translation as there is no reference to 'kaarten' in the rest of the text you provided and it just makes it sound unnatural.

Sorry, that should be 'campaigns' of course!

I don't think the shuffling cards idea works here, so opted for this. Thanks, everyone!

have thoroughly reshuffled the cards regarding X

Explanation:
In English, this has exactly the same meaning as in Dutch.
de kaarten doorschudden = herschikken, herverdelen, grondig veranderen = reshuffle the cards = rearrange, redistribute

(zie Van Dale, alsook FreeDictionary)

has reshuffled the deck

Explanation:
Very common expression in US english. Google "the deck has been reshuffeld" Ik zou de literaire uitdrukking behouden.
