When I read this, I can't help thinking that the author is referring to the classic situation where you phone any large organisation or government department and, even with the best will in the world, you just can't get through to the right department, but just get passed round from pillar to post until you eventually give up.
I'm thinking of something along the lines of: "... and the telephone is demoted to a bureaucratic [or even: soulless] facility for passing customers from pillar to post." |
