... was that we found no single term to explain the issue. The main "problem" was that the matter was being looked at from the perspective of the national health / disability insurance scheme, so patient centered terminologies or phrasing were not appropriate. So, we chose to explain use a complex gloss the first time the term appeared, something like
"special care situations involving persons requiring catastrophic, institutional. major rehabilitation or remedial care"
and then every other time we just used "special care [situations]"
