agree  Adam Smith: Just "patient" for me. Another option (seen with increasing frequency in the NHS): "user". Not that I agree with that mind! :-) // I know what you mean, but that's NHS bureaucrats for you!!

Even though this is slightly different in meaning than a 'zorgvrager', it is a standard term in the healthcare field.

See for example the following quote, which is about someone applying for (not yet receiving) care:
