It seems as though something is missing or that I'm missing the point -;)!

Do they mean the method of checking availability and then following it up by supplying the clinical supplies or ...?

I'm thinking they may be using the "clinical supplies" at the end of the sentence as shorthand for the place where these supplies are processed. In that case, the meaning would be that the availability of the supplies is tracked at the place where these supplies are processed.
