Explanation:
This is not a very common term, however I suspect they mean "cancer cell" or simply "cancer".

"If one of these 'tumour suppressor genes' becomes damaged and stops working, then the cell may carry on and on multiplying. In other words it becomes immortal, which is one of the properties of a cancer cell. The best known tumour suppressor gene is called p53. "

Explanation:
Gezien de context van "...de potentiele initiale tumorcell": met name "initiale" geeft m.i. aan dat hier de oorspronkelijke ofwel primaire tumor wordt bedoeld. Overigens denk ik dat het "initiële" moet zijn i.p.v. "initiale".

Reading this article: 'Stem cells -- the master cells that give rise to all the blood and tissue in the body -- may also be responsible for tumors,…..'gave me the idea that it means cancer stem cells.

Explanation:
I would simply leave this out. The explanation that is given in the sentence itself - "potential initial tumor cell" - is clear enough. I would read this as the place/cell where the start of the primary tumor is found. "Potential" means that it is not a tumor cell yet! All extra descriptions would only make it less clear, and I agree with Vic that it is not a generally accepted term in Dutch either.

this may also refer to certain plaques, e.g. in the colon or the cervix: these structures can be recognized by their specific morphology, and are known for their increased risk of differentiating into a tumor.
