What's the best way to phrase this? Something with "doctor's certificate"? Government report concerning measures to help disabled people use public transport.

neutral  Tina Vonhof: I think 'on medical grounds' is not quite enough. Surely they will require some note or certificate before they provide a helper free of charge.

neutral  Toiny Van der Putte-Rademakers: "Op medische indicatie" is not the same as certified by a doctor. I think "medically certified" does not fit the context here, but I am not entirely sure.

  -> Then who would assess the "medical grounds"? I would suggest: a doctor! And how would you evidence this: a certificate! Quite simple really when you think about it. Oh, and by the way: wht "disagree" when you're not sure?!
