I am not sure what the word tracé means here.

Ik weet niet zeker hoe 'vertraagd' vertaald wordt. Maar je mag dan ook eigenlijk maar 1 woord vragen :-)

An educated guess tells me that 'tnv' is actually t.h.v. (ter hoogte van)', a phrase often used in Belgian reports. It can simply be translated into 'at' or 'in'.
