Context: several organizations (sport, antidoping, and the nutritional supplement industry) have entered into a collaboration agreement to set up a 'Security System for Nutritional Supplements in Elite Sport'. They test nutritional supplements, label them, and publish the ingredients on a website, so that athletes can avoid getting positive dope tests from nutritional supplements.
Within this Security System, different organizations are responsible for developing and maintaining a) an information system, b) a communication system, and c) a "borgingssysteem". The latter is the responsibility of the branch organization for nutritional supplements and I assume it refers to the testing, labelling, and guarantee that the tested supplements don't contain doping substances.
I have trouble deciding on a proper term for this - can anyone help me out?

I am going with 'safety assurance system' as this gets quite a few hits on Google, particularly in connection with foods.
Thanks also to Christopher, your suggestion is fine but in the sequence 'information, communication, and xxx system, safety assurance works better.
