Maybe the obvious translation is correct, but then why are there no google hits for "modulated cotton"? It seems a bit hard to believe that cotton that has been manipulated in its genetic properties or during its growth is used specifically for the masks (they are just 'normal' dust/gas masks). Also, I'm intrigued by the use of the word 'moduleren' in connection with making balloon figures (google 'ballon + moduleren'). Could 'gemoduleerd katoen' be something like 'corrugated cotton' or 'shaped cotton'? Perhaps the text should be interpreted as 'patroon met gemoduleerd katoenfiberweefsel vulling'. There's also a related term in the text: 'ringgemoduleerd katoen' in the context of the filtration element of an absorption-type filter.
