Explanation:
Could not find a direct translation anywhere. However, according to Nuffic, Hoger Onderwijs Termen, Nederlands > Engels: the 'kandidaats'examination was "conducted for the last time in 1986. Only those students who passed the 'kandidaats' examination could sit the 'doctoraal'(final) examination". I would imagine that it is some sort of preliminary examination. Candidates cannot sit the final examination unless they have first sat the preliminary examination.

Might be a good idea to call Chris Hopley to this question.

In dat geval kun je misschien "candidate" gebruiken.

(Following on from your additional info): Three year undergraduate education would be equivalent to a BA, so if you want to avoid "BA" I would say "(University) Diploma", but not undergraduate diploma which is a 2-year (equiv. to licentiate) course.
