What does this phrase actually mean? Letter from Ministry of Justice on the subject of "buitenbehandelingstelling aanvraag Verklaring Omtrent het Gedrag" starts:

Uw verzoek om afgifte van een Verklaring Omtrent het Gedrag, ingediend op 9 maart 2006, ten behoeve van Lerares bij Exceptional Admissions Department [...) wordt op grond van artikel 4:5 eerste lid Algemene wet bestuursrecht buiten behandeling gesteld.

Apparently she failed to provide additional info requested from the Ministry within the specified time. Presumably the Ministry is not planning to pursue her application, but how would you phrase that in bureau-speak?

something along these lines. rejected etc is too judgemental for the context imho-they have simply stopped dealing with it/discontinued working on it etc.
